The 1992 constitution and the 1998 Law on Media Freedom warranted the eradication of socialist-era censorship in overwhelming support of liberal and private media. The legal environment led to the mushrooming of newspapers in the late 1990s, along with television stations and cable service providers. Media laws left wide-open content regulations and competition rules among liberal media. The explosion of viral and interactive social media use among the public and the proliferation of various media and communication technologies create unprecedented challenges, as indicated by the increasing number of defamation cases.
